In Pembroke, Ontario, some parking spaces now feature a new symbol—a handshake. These designated spaces outside the Pembroke OPP station at 77 International Dr. are meant to serve as community safety zones for online transactions.
The Upper Ottawa Valley OPP explains that these spaces are for anyone making an online purchase who needs a safe place to meet and complete their transaction.
“Project Safe Trade aims to establish a ‘community safety zone’ at an OPP detachment parking lot to facilitate online property transactions,” reads an OPP news release. The goal is to move online transactions from private locations, like homes and secluded parking lots, into public, safer areas.
These safe trading spots are available 24/7, no appointments needed.
Steph Neufeld, commander of the Upper Ottawa Valley OPP detachment, said, “This is the ideal time for the local launch of Project Safe Trade, as the busy holiday season approaches.
Online property transactions are on the rise, and the UOV OPP is pleased to be initiating a community safety initiative aimed at decreasing offences related to online marketplace transactions. We can decrease victimization and harm in our communities by implementing Project Safe Trade and other collaborative methods.”
Constable Mike Mahon highlighted another benefit of these locations, as reported by CTV News: they help protect against fraud. “If it seems too good to be true, it probably is,” he said. “You should be concerned, especially if you’re inviting them to meet here and they’re acting very hesitantly.”
However, the OPP made it clear that police officers won’t act as witnesses, arbitrators, or document providers for these transactions. They’ll only get involved if a transaction turns into a criminal investigation.

- Meet in a crowded public area.
- Bring a trusted friend or family member as a witness.
- Conduct transactions during the day.
- Keep all correspondence between you and the buyer/seller via text, voicemail, or email.
Technology expert Carmi Levy advises, “Everyone rushes around during the Christmas season, but it’s crucial to take a break and do some homework. Investigate the person claiming to be the seller.
Check their history, see what other items they’ve sold, and learn how previous buyers have interacted with them.”
He also stresses the importance of inspecting the item before handing over any money. “Before you give any money, insist on viewing the actual equipment you are purchasing. Make sure they turn it on. Make sure it functions properly before paying for it.”
